For E-Scooter and Bicycle Operators

The County supports innovative solutions that complement the County’s transportation network.  On-Demand Personal Mobility Devices provide a new transportation option for all members of the public making short trips or as a First-Last Mile solution when paired with public transit. The County will review and score submitted applications to determine whether each Applicant conforms with the Pilot Program Specifications. This would include, among other things, the operators’ proposed strategies or processes regarding safety, Americans with Disabilities Act access, equitable access, community outreach, labor, innovative approaches and sustainability.

Submitting an application for a Pilot Program Permit does not guarantee issuance of a Pilot Program Permit.

All applications must be addressed and submitted to:

Los Angeles County Public Works
CASHIER’S OFFICE (Attn: Nary Kousoum)
900 South Fremont Avenue
Alhambra, California 91803

The County will only consider completed applications received by 4 p.m., May 23, 2019.

Proposals should be marked: “On-Demand Personal Mobility Devices Pilot Program.” All applications received by this time will be evaluated concurrently.

Please see Application for details.
