
The County of Los Angeles is preparing a Program Environmental Impact Report (PEIR) to evaluate potential environmental impacts associated with the County’s proposed Commercial Cannabis Business Licensing Program. A Notice of Preparation (NOP) and Initial Study have been prepared to gather public feedback on the scope of the PEIR.
Environmental Review Process: Initial Study and EIR Preparation
The County, acting as lead agency, has determined the proposed Commercial Cannabis Business Licensing Program will require a PEIR in compliance with the California Environmental Quality Act (CEQA). The County has prepared an Initial Study and a Notice of Preparation (NOP) in accordance with CEQA guidelines.
The Initial Study is a preliminary analysis conducted to determine whether a proposed project has the potential to cause significant environmental impacts before developing a detailed impact assessment. A Notice of Preparation (NOP) informs the public that a PEIR will be prepared and is a first step in the process. It also invites input from public agencies, organizations and individuals to inform the scope and content of the PEIR to ensure all relevant environmental concerns of the proposed project and reasonable alternatives and mitigations measures are addressed.

How to Submit Public Comments:
Community members are invited to submit written comments with specific concerns about the potential environmental effects. A 30-day review period starts on March 5, 2025 and ends on April 4, 2025.

Public Scoping Meeting
On Wednesday, March 19, 2025, the Office of Cannabis Management hosted an online public Scoping Meeting to provide an overview of the proposed program, CEQA, and to gather verbal comments and suggestions on the scope and content of the PEIR.
