
The County of Los Angeles is preparing a Program Environmental Impact Report (PEIR) to evaluate potential environmental impacts associated with the County’s proposed Commercial Cannabis Licensing Program.
Environmental Review Process: Draft EIR and Final EIR Preparation
The County, acting as lead agency, has determined the proposed Commercial Cannabis Business Licensing Program will require a PEIR in compliance with the California Environmental Quality Act (CEQA). The County has prepared a Draft PEIR and Notice of Availability in accordance with CEQA guidelines.
The Draft PEIR is a detailed analysis of a proposed project’s potentially significant effect on the environment and the initial review document released as part of the EIR process. A Notice of Availability summarizes a proposed project, identifies potential environmental impacts, explains how to access the Draft PEIR, and provides the timeframe for submitting comments on the Draft PEIR. All comments received by the close of the public review period will be included in the Final Program Environmental Impact Report (Final PEIR), along with the County’s written responses.

How to Submit Public Comments:
Agencies, organizations, and interested parties are invited to submit written comments with specific concerns about the potential environmental effects. The official 45-day public review period starts February 12, 2026 and ends March 30, 2026.

When submitting written comments, please include your contact information and clearly identify the environmental topics you are commenting on.
Public Meeting
The County held a virtual public meeting to inform the public and interested parties about the proposed Project and solicit comments regarding the environmental issues addressed in the Draft PEIR on March 11, 2026.
Note: A previous public scoping meeting was held in March 2025.
