Hotel Worker Protection Ordinance

Application for Certification as a Public Housekeeping Training Organization

As of October 1, 2026, hotel employers in unincorporated LA County are required to provide their employees with at least six hours of Public Housekeeping Training informing hotel workers of their rights, responsibilities and protections.

Eligible organizations may apply for certification as a ‘Public Housekeeping Training Organization’ under Section 8.21.060b of the LA County Hotel Worker Protections Ordinance. To be eligible, organizations must have experience training hotel or low-wage immigrant workers and be able to deliver at least six hours of live, interactive instruction covering workers’ rights. All data collected from this application will be retained by the Los Angeles County Department of Consumer and Business Affairs, Office of Labor Equity for three (3) years.

Required Documentation Instructions:

After submitting the application form below, all businesses must email supporting documents to HWPO@dcba.lacounty.gov in PDF or Word Format. All information sent via email must be encrypted.

When emailing documentation, please use the following subject line and fill in the name of your organization: “Organization Name – Training Organization Certification Documents.” DCBA is unable to accept files larger than 60MB. If your file size exceeds 60MB, please compress the documents into a ZIP file.

Section 1. Minimum Eligibility – Business Information

Document(s) providing the following organizational details:

  • Primary point of contact

  • Employer Identification Number (EIN)

  • Number of current staff members
  • Disclosure of affiliations
  • Business overview and organizational history
Section 2. Organizational Qualifications – Evidence of Eligibility

Document(s) demonstrating compliance with statutory requirements:

  • Proof of experience training hotel workers or immigrant low‑wage workers
  • Evidence of interactive, culturally competent teaching strategies with multilingual instruction
  • Confirmation and description of, at minimum, six‑hours of Public Housekeeping Training Program with live and/or interactive instruction
Section 3. Training Materials – Required Uploads

Document(s) demonstrating curriculum and training materials:

  • Core training content: curriculum, syllabus, lesson plans, worksheets, slide decks, reading materials
    • Educational content must cover the following required subjects:
      1. Hotel worker rights and employer responsibilities
      2. Identification and response to trafficking, domestic violence or threats
      3. Disease‑prevention cleaning techniques
      4. Identifying and avoiding infestations
      5. Recognizing potential criminal activity
  • Training delivery & format descriptions (in‑person, virtual, or self-guided/asynchronous instruction)

Optional materials:

  • Video clips of lessons
  • Prior student feedback
Section 4. Public Housekeeping Examination & Certification

Document(s) providing assessment tool and sample Public Housekeeping Certificate

  • Assessment tool (quiz or test used for the Public Housekeeping Examination) and examination policies
  • Sample Public Housekeeping Certificate to be issued upon successful completion

There is no deadline to apply to become a certified Public Housekeeping Training Organization. Applications will be received on an ongoing basis.
