HOUSING AFFORDABILITY CRISIS: The County of Los Angeles has faced and unprecedented housing crisis over the course of the last two decades that has caused the displacement of numerous County residents and has made buying a home a very difficult prospect for renters.
TOPA UNDER CONSIDERATION: TOPA is a proposed policy that is being considered by the LA County Board of Supervisors for the unincorporated areas of L.A. County that would aim to empower tenants, prevent tenant displacement, preserve affordable housing, and increase homeownership opportunities for renters.
LEVELING THE PLAYING FIELD: TOPA would aim to counteract the forces driving the region's high housing costs and rates of tenant displacement by creating a level playing field for renters and affordable housing developers seeking to participate in the home-buying process that is dominated by private investors seeking new wealth-generation vehicles - to the detriment of local County residents.
CREATING OPPORTUNITIES: A local TOPA law would facilitate the creation of community land trusts, tenant-owned housing cooperatives, and other forms of long-term affordable housing- in addition to providing opportunities for tenants to become first-time homeowners of the properties in the short or long term.
PARTICIPATING IN THE PROCESS: TOPA and similar policies have been implemented by jurisdictions with high housing costs, such as Washington D.C. and San Francisco, to empower tenants and affordable housing preservation entities to participate in the sale process and preserve the affordability of rental properties and prevent large-scale displacement of tenants.
