Starting January 2026, several new California laws will take effect across Los Angeles County. From gift cards and food delivery refunds to worker notices, immigrant data protections, and cannabis rules, here is a quick guide to what you should know.
Effective January 1, 2026
Consumer Protection: Stronger Rights for Shoppers and Service Users
AB 578 – Refund Standards for Food Delivery Platforms
Provides new requirements for food delivery apps including simplifying the refund process for undelivered orders, provide live customer service, and allow more flexibility for tip adjustments.
AB 1374 – Transparent Pricing for Car Rental Reservations
Rental car companies must show a full price estimate, including taxes and fees, once customers select the dates, location, and vehicle type.
Cannabis Regulation: Hemp Sales and Tax Changes
AB 8 – Prohibition on Industrial Hemp Sales
Hemp extract cannot be added to food, drinks, or supplements unless it is over 99% pure and contains no THC or synthetic cannabinoids.
Worker Protections
SB 294 – Workers Rights Notice and Emergency Contact Option
As of February 1st, employers must provide workers with written notice of their rights in the workplace. All California employers must give their employees the opportunity to designate an emergency contact to be reached in the event of detainment or arrest by March 30th. Applies to all California employers regardless of size.
Effective April-July 2026
SB 22 – Cash Redemption for Small Gift Cards (effective April 1, 2026)
Gift cards with a remaining balance under $15 must be redeemable for cash. Gift cards donated to nonprofits or charitable organizations are exempt.
Code Section 8.100.040 – Minimum Wage Ordinance (effective July 1, 2026)
Minimum wage will increase from $17.81 to $18.47 within the unincorporated areas of LA County.
