Safe Sidewalk Vending Act

On September 17, 2018, former Governor Jerry Brown signed Senate Bill 946, which is also known as the Safe Sidewalk Vending Act. This law ends criminalization of sidewalk vending in California and allows local authorities to adopt non-criminal laws to protect public health, safety and welfare.

Los Angeles County is developing sidewalk vending rules and regulations for unincorporated areas. Vendors must comply with a city’s laws when vending in that city and the County’s laws when vending in unincorporated areas. Vendors must also comply with state laws. For example, food vendors must comply with the California Retail Food Code, which requires food vendors to obtain permits from the Department of Public Health.
